of New Domestic Violence Unit” Created a Domestic Violence
Unit, staffed with four (4) deputies and one sergeant,
responsible for aggressively serving all domestic violence
orders to include warrants, protective orders and peace
orders

Task Force with surrounding agencies. This idea was
expounded upon by conducting countless joint arrest warrant
operations with the Maryland State Police, Annapolis City Police
Department, the Anne Arundel County Police Department, and
the US Marshall’s Office throughout the term

cooperation with the Motor Vehicle Administration of
Maryland to identify deceased individuals who were also
wanted for crime(s) and purge their existing warrants

jointly with State’s Attorney Frank Weathersbee to audit and
review old outstanding non-violent misdemeanor warrants

Fiscal Accountability” Conducted the mission of the
Sheriff’s Office for 4 years achieving remarkable results in
many areas, while maintaining strict fiscal accountability.
During this 4 year period, the Sheriff’s Office, under the
leadership of Sheriff Bateman, has never exceeded his annual
budget allotment
Work with the county administration to increase the pay of the
deputy sheriffs (Accomplished)

By building
a positive relation with the Leopold Administration the
deputies union and I were able to successfully negotiate
salary increases for the deputy sheriffs

By creating
and lobbying for a bill which became law to increase service
fees on summonses which had not been increased in 16 years,
this produced additional revenue to the county to support
the salary increases negotiated

Continue to
reduce the number of outstanding warrants through aggressive
warrant service techniques, employing creative warrant
stings, and soliciting the input from citizens by posting
the names of wanted individuals in the Capitol/Gazette
Newspapers, and the Anne Arundel’s Most Wanted Cable
Television Show.

Continue to
seek/obtain grant funding for overtime, equipment and a
dispatcher position

Create a
bill in the General assembly to remove the requirement for
mailing eviction orders. This is a redundant practice since
the occupant of the residence is hand delivered a notice of
eviction by our office

bill to provide video appearances before court commissioners

Conduct
special warrant service initiatives aimed at dead-beat
parents

With the
projected growth of the county population due to BRAC,
increase the size of both the warrant teams and civil
process teams

Make our
K-9 teams cross-trained in explosive detection and utility
so they can work in tandem with warrant teams, civil process
on difficult evictions and to assist other agencies

jointly with the Anne Arundel County Police and the Anne
Arundel County State’s Attorneys Office to conduct out of
state extraditions for serious offenders

seek out and apprehend wanted gang members through arrest
stings, sweeps and and daily search and apprehend missions
